The Disaster Management Cell (DMC) of the State of Uttar Pradesh is located in the UP Academy of Administration & Management. The Cell functions as the nodal agency for Human Resource Development in the State, in the area of Disaster Mitigation and Response. It networks with DMCs of other States, State Institute of Rural Development, other Training Organizations set-up by other Departments, national NGOs and Community-based Organizations (CBOs) involved in the field of Disaster Management.
More recently the State Government has decided to assign two key Training Institutions namely, U.P. Academy of Administration & Management (UPAAM) and State Institute of Rural Development (SIRD) to undertake capacity - building for specific disasters. The training and skills upgration for management of disasters which occur predominantly in urban areas viz Nuclear, Biological, Radiological and Chemical (NBRC), as also fires and earthquake (which are neutral to urban-rural divide but their management varies specific to urban and rural landscapes), have been assigned to the UPAAM. Bakshi-ka-Talab will handle capacity building for disasters like Floods, Droughts and Epidemics
Goal
Our endeavor is to build and upgrade capacity of human resources to prevent/minimize/ reduce the adverse effects of disaster on human and animal lives and properly through mitigation, preparedness and a well-coordinated efficient response system.
Mandate/Objectives forDMC
The objectives of the DMC are to :
Development of Human Resources covering
multiple aspects of disaster management, and
to play a lead role at the State level policy
formulation.
Coordination with various other role-players
in the field of disaster management viz
Government, NGOs, CBOs, Panchayat Raj
Institution representatives, public and private
sectors and international, regional & national
organizations.
Establishment of an exhaustive state level
information system based on disaster policies,
prevention mechanisms, mitigation measures,
and region/ district-wise preparation of
response plans for various types of disasters.
Assistance to districts and sub-divisions, in the
State in strengthening their disaster
management systems and capacities.
